Tristan HarleyBA (Hon), JD (Hon), GDLP
Tristan Harley is dual-trained as a lawyer and historian, and is a doctoral candidate at the Kaldor Centre for International Refugee Law at the University of New South Wales in Sydney, Australia. Tristan has published widely in the fields of refugee and human rights law and policy, including as co-author of Refugees, Regionalism and Responsibility (Elgar, 2016) with Professor Penelope Mathew.
He has also lectured at universities and worked as a consultant with organisations such as the United Nations High Commissioner for Refugees (UNHCR), the World Refugee Council, the Asia Pacific Refugee Rights Network, the Asia Pacific Network for Refugees, and Act for Peace. Tristan holds a Juris Doctor (with First Class Honours) from UNSW, a Bachelor of Arts Advanced (with First Class Honours in History) from the University of Sydney, and a Graduate Diploma in Legal Practice from the Australian National University. He is also admitted as a lawyer of the High Court of Australia and the Supreme Court of New South Wales. Wearing a different hat, Tristan is the founder and CEO of Australia's first entirely not-for-profit adventure tour operator run by volunteers, called Emu Trekkers. Since 2017, Emu Trekkers has raised over $120,000 to support children in need, and has introduced over 2500 visitors to Australia's unique natural environment. In 2019, Emu Trekkers was awarded Gold at the New South Wales Tourism Awards for Best Adventure Tour Operator. |
Refugees, Regionalism and ResponsibilityElgar Studies in Human Rights, 2016
Tristan's first book, entitled Refugees, Regionalism and Responsibility, was published by Edward Elgar Press in 2016. Co-authored with Professor Penelope Mathew, the book examines the merits of regional approaches for sharing responsibility for refugees. The book undertakes a thorough assessment of past and present regional arrangements concerning refugees in Europe, Africa, Latin America and Asia and the Pacific, and considers whether regionalism has resulted in protection and durable solutions for both refugees and participating states.
Since its release, the book has received widespread critical acclaim, including excellent reviews in the Journal of Refugee Studies, the International Journal of Refugee Law, the International Community Law Review, and the Asian Journal of International Law. The book also featured on the reading list to inform the inter-state negotiations of the 2018 United Nations Global Compact on Refugees.
